as far i can say ,although i am not experienced with the paltform ,i had a demo for 40 days,you are using very low fluence ,you should use at least 34, and the pulse no more than 40 msec .with 200 you just heat the skin.
another very very importent tip is to press with force the handpiece on the skin,without this pressure n othing will hapen.

I have a Palomar Starlux 300, using Rs handpiece suppose good for hair removal, but I tried 3 path with 200ms and 25 Jouls, for axillary hair, did not work, going up causing more pain, what can I do. anesthetic and going up scale?
