IPL & Cosmetic Laser User Groups > Are IPL's considered laser medical devices in Pennsylvania?

Since IPL's are NOT true lasers- does anyone know if the regulations of a physician or medical director are required or can an IPL be used by a licensed RN or NP that is trained in the device? Obviously the IPL would fall in their "scope of practice" as defined in other regulations as well as the PA State Board of Nursing.
